In August 2009, as a Center for Strategic & International Studies (CSIS) Young Leader, Scott participated in Track III Diplomacy related to US-China relations. He co-authored a CSIS Issues & Insights report on US-China relations entitled "US-China Relations: A Roadmap for the Future," Volume 9, Issue 16, contributing the chapter on "US-China Trade & Finance Relations." This role built off research conducted at Columbia Law School for Ambassador Richard N. Gardner. His paper on U.S. China relations, authored for Gardner's legal writing seminar entitled "Legal Aspects of US Foreign Economic Policy," was awarded an A+, and sent to senior White House and USTR advisors.
